Local Climate Action Planning (LCAP): Community-Based Climate Action in Myanmar

The Local Climate Action Planning (LCAP) process is a community-centered initiative that empowers local communities to assess their vulnerability to climate change and actively participate in identifying solutions. It involves mapping climate risks and hazards, analyzing the impacts on communities, and understanding their current coping mechanisms. By engaging a broad cross-section of township residents, LCAP utilizes local knowledge to support planning and action for climate adaptation and mitigation. This participatory approach ensures that the voices of vulnerable groups are included in identifying climate-related hazards, assessing community vulnerability and capacity, and formulating practical responses tailored to their unique environmental and social contexts.

This initiative is part of the Myanmar Climate Change Alliance Phase 2 (MCCA2) programme, funded by the European Union and implemented by UN-Habitat. MCCA2 aims to strengthen climate resilience at the grassroots level while fostering national dialogue on climate issues through awareness, knowledge-sharing, and communication. The results of the Community-Based Climate Vulnerability Assessment (CCVA) and LCAP have been documented across diverse geo-climatic regions in Myanmar, including the hilly areas of Kalaw and Taunggyi, the delta townships of Bogale and Pyapon, the dry zone of Nyaung-U, and urban informal settlements in Dagon Seikkan, South Dagon, and Thanlyin.
