Post-Disaster Rapid Damage Assessment (PDRA) Report: UN-Habitat Myanmar

On 28 March 2025, a magnitude 7.7 earthquake struck near Mandalay, causing widespread damage to buildings and infrastructure across central Myanmar. In response, the Myanmar Earthquake Committee, together with the Federation of Myanmar Engineering Societies and UN-Habitat, quickly deployed Earthquake Clinics to carry out Post-Disaster Rapid Damage Assessments (PDRA), mobilizing 200 trained volunteer engineers. By 30 June 2025, over 23,000 buildings in Mandalay, Sagaing, Nay Pyi Taw, and accessible parts of South Shan had been assessed, with 72% classified as safe (Green), 21% with restricted access (Orange), and 7% unsafe (Red). The assessment identified common structural problems, including soft-story collapses, beam-column joint failures, out-of-plane wall collapses, and torsional weaknesses, highlighting the urgent need to retrofit high-risk buildings, institutionalize PDRA, and establish a National Earthquake Research Center.
